What Article 4 does
Stockton-on-Tees Borough Council's Article 4 Directions page explains that, in parts of its conservation areas, Directions cover:
- hard surfaces at the front of a house;
- gates, walls and fences: building, altering or improving them;
- demolition of gates, walls and fences.
The council lists Stockton Town Centre and Eaglescliffe with Preston as not covered. For the Billingham villages, check the map for your exact address.
Planning a drive that fits
- Keep the boundary. A wall, hedge or railings with a single, narrow opening keeps the street's character.
- Choose traditional materials. Gravel with granite setts, clay pavers or tumbled blocks in warm tones.
- Leave planting. Part garden, part parking.
- Stay permeable. It avoids drainage objections. See front garden drainage.
- Respect trees. Six weeks' notice is required before most tree work.
Listed buildings
If your house is listed, many alterations need listed building consent as well as, or instead of, planning permission. That can include walls and railings within its curtilage.
Pre-application advice
The council offers advice before an application. A short sketch and photos of the frontage can save a refused application and a wasted fee.
Don't forget the kerb

Use the council's conservation area maps or ask its planning team.
Is a gravel drive exempt?
No. Where Article 4 covers front hard surfaces, it applies whatever the material.
Can I replace a drive like for like?
Often treated differently from a new drive, but check first.
Will the council always refuse?
No. Well-designed drives that keep the character of the street are often approved.
